You can't force anyone into a relationship. Stay friends. One
day, you might find that it has developed into more. It's often
disasterous when friends move on to being sexual too soon.

Be content to be friends. Tell him that you have been eyeing
someone over and ask him if he'd think less of you if you went
out with this guy. Okay, so it's a fictitious character. - But, it'll get
the conversation going.

You could add, "Because if you were to date anyone, I'd be
a little upset- should I be?" If he still says that he's not ready
for a relationship ask him how he knows that he's not. - I'd
just be curious.

If he says he wouldn't mind if you went out- do it. He's not
into you "that way". Plain and simple. Keep him as a friend
and appreciate him as a friend. It could turn into more- when he's
ready for it. Who knows? I just wouldn't bet the farm on it.

Good luck.

The first thing I would do is sit down and talk with him and explain how much you value a relationship. If he is not ready you can't pressure him into it because it will not last. If you are dead set on finding someone who will commit then it might be best to start looking for someone else. Hope this helps.

Wait. Or, if he truly loved you, he wouldn't be afraid to commit. So, what is more important to you?
Is a relationship/commitment more important to you; or is having him in your life more important?
If he's worth it, be patient and don't try to push, persuade, or rush him into anything he's not ready for.
But, if you just want commitment, then you can find a man out there looking for the same things you want.

I say wait though.

It depends on how strong your relationship is with this person... is it strong enough to last on it's own and grow without becoming or remaining a romantic relationship. It all depends on what you can live with.... is his friendship worth sacrifising if he's not ready for ore of a relationship.

if you have been seeing this guy for a year and he is just now telling you that he is not ready for a relationship then he wasted you time and his time you deserve someone that will devote his time and energy to you and your relationship!!!! Don't sit around and wait for him to decide when he is ready that could take years!!!!!!!!! Best of luck

Well, has he been seeing other girls during the past four years? If not, you are already in a relationship.
