just curious, i wouldn't be able to use it but it is illegal to make counterfeit money

It's legal providing that you are not using it for currency.

Which president are you planing on sticking on it? Can you make the bill neon green? That would be cool.

It may not technically be counterfeit to make a bill that doesn't exist, but you would have to make it without copying or scanning a real bill, which is illegal. So you'd have to draw it from scratch in Photoshop or something which would probably not look very realistic.

Copy machines know if you've copied money and some will actually shut down. Not as sure about scanners, but I would never scan money on any computer with an internet connection!! I wouldn't be surprised at all if somehow it silently sends a signal to the secret service.

You could make it because you wouldn't be trying to defraud the US by making fake currency. There is no 17 dollar bill for you to counterfeit. Trying to get change for it might cause you some problems, though. :-)

I don't think it is illegal to make one, as long as you didn't try to pass it off as legal tender, especially since everyone knows that there is no such thing as a legitimate $17 bill .... but if in doubt, don't do it.
