besides the inability to breath, they are unable to bite while they are submerged.

Nothing, there are no poisonous snakes. Now if you are talking about the venomous Sea Snake, well, if they get caught in a net and the can't get to the surface then they drown. If they are pulled up on board some fishermen might kill it so there is a problem for them there. Many sea snakes come up on land to lay eggs but they don't spend too much time on land as their bodies have evolved for life in the sea by giving it a long paddle tail instead of a reg round body for slithering like other snakes.

Sea snakes depend on water to support their body weight. Once removed from the water the weight of their own body works against them, making it difficult to breathe or move effectively. Also, land snakes use belly "scutes", wide scales that help them grip the ground or other rough material under them to help them move around. Sea snakes have very reduced, almost non-existant belly scutes which also impedes their ability to move on solid surfaces. All of these things combined make it very difficult for sea snakes to get their bearings and target anything for biting when they're out of the water.
But that doesn't mean they can't deliver a painful and deadly bite, in or out of the water. In the water they use their vertically flattened tail to maneuver themselves through their liquid environment with great agility, and they are quite capable of delivering a deadly bite to the animals that form their diet, or to unwary divers who foolishly allow themselves to make contact. However, like most land snakes (venomous and otherwise) most sea snakes seem to be content to move away from the threat posed by divers and non-food animals, which gives the impression that they cannot bite under water.

They have to breathe air to survive. If they get caught in a net,they will suffocate.
