My advice is to speak to a lawyer and the best, most inexpensive way to do this is through Pre-Paid Legal Services. For more information visit the website below, and feel free to contact me through that site if you have further questions on how this service may be able to help you. I encourage you to find out what your rights and options are in this situation.
I wish you the best of luck.

Generally speaking and depending on the state, they can take a small amount of a govenrment pension or benefit for child support. Will they bother? Probably not, but if you are asking the question, they probably already have. I don't believe they can take his current wife's stipend, she may be an "injured spouse" and her income, therefore, safe. Her income may be used to calculate bill's income when the state determines bill's income and living expenses.
Bill needs a lawyer before he gets a judgment for child support by default and Bill's wife needs a lawyer to make sure her income is protected.

If the wife, isn't the mother of the child, you can't collect his support from her. Her income isn't used to calculate child support. You can however, petition the court to take his support out of his SSI. Your child might also be eligible for SSI because of the father's disability. For more information about SSI click on the link below.

If the dad is disabled, the child should be able to get social security.

Would it be valuable to you to have access to your own attorney? You could ask them questions of this sort and get real answers from someone who works with the law instead of strangers on Yahoo.
If you are interested, please email me at donnys_bride@yahoo.com. This could be very valuable to you in this circumstance.
Good luck.
