Nothing works to enhance a woman's orgasm like taking more time to arouse her and spending LESS time on the clitoris.
Foreplay begins with taking out the trash. Or other chores the woman may appreciate your doing.
End up at the clitoris as the final 5% of the sexual encounter and you will only spend a few moments on it. Hood or no hood the best enhancers don't include the clitoris at all.

I wouldn't think it would make a difference because when a woman is aroused the hood naturally retracts, exposing the clitoris.

I have never heard of hoodectomy. Are you talking about the removal of said organ ? If so, the answer is no,no,no.
