Biologically yes and social standards yes. In society we are taught as guys to keep a stiff upper lip. Hold in emotions because they are seen as negative. Women on the other hand are allowed to freely express their emotions. This is a long long standard in society and it won't change anytime soon. Plus speaking on a scientific level women are known to have hormones that make them more prone to emotions. Men on the other hand have other hormones that are supposed to regulate the emotional control.

Women are not more emotional than men. Women just show their emotions more than men. Men have and feel the same emotions as females, they tend not to let their emotions affect them as much as women do. Thats why it appears that women are more emotional than men.

Females are not conditioned to be stoical in most societies, so they can freely vent. They also have inbred nurturing qualities which may make them more tender hearted.
With the huge changes made in the last 50 years, we see a decline in many of these traits due to our rapidly changing perceptions of women's niche in society.
