my car has been at a local shop for several weeks for electrical repairs-today they called an left a message telling me that, over the weekend, someone had stolen a wheel and tire from my car-a '86 bmw-what is their liability in this?

Morally they have a responsibility to replace it, but legally they may not be required to.
If they have posted a sign in their yard that states that they are not responsible for loss by theft, vandalism or fire, then unfortunately it MAY be on you.
This is not permitted in some states however.
Check with the shop and see what they are willing to do for you.
If they are not willing to help you, the customer out, then check with the local regulating authority (Bureau of Auto Repair, County Attorney, etc.) and see what your recourse is (if any).

They are liable.
They have insurance for this and need to file a claim to reimburse you for the cost or replace the wheel/tire to make you whole again.
If they say they are not liable or refuse to file a claim, then you should seek legal counsel.
