I took me some time before i could come up with a answer.
Too many people still look outward, some believing in the illusion of victory and of victorious power, others in treaties and laws, and others again in the overthrow of the existing order. But still too few look inward, to their own selves, and still too few ask themselves whether the ends of human society might not best be served if each man tried to abolish the old order himself, and to practice in his own person and in his own inward state those precepts and victories which he preaches at every street corner, instead of always expecting these things in his fellow man.
SO, THE ANSWER IS YES.

True you should not be ashamed of your nation,
False that you cannot alter its character,
Where does your character come from, part comes from your genetic structure which has already been decided and has been passed down for generations. The other part comes from the way that you have been bought and raised and what you have experience up to the prescent time in your life.
An individual may only alter or improve himself within the boundaries and guidelines governed by society around him. If these are restictive then the individual may not have room to change due to fear or an unease of a censory body. Also the individual may not even be able to comprehend an alternate way of life in order to improve themselves, if this avenue has never been explored due to either supression by an outside force or limits in the individuals mind, body or in the circumstances they were raised.
All you can attempt to do if educated the individual. A nation is made of persons who have all been educated to different degrees of ability and among that mass there are many different ideas, beliefs and systems of faith. Everybody is different and you cannot hold yourself in anyway accountable for the actions of an individual that you personally, had no direct contact with.
If you can alter the character of an individual by educating them to a standard that better reflects that of a nation you would wish to remain a part of, by changing not only one, but by changing many, these people will attempt to not only better themselves, but will pass this education onto further generations who will once again push our future society into superseding what their parents have done before them.
Human motivation is mainly greed, until mankind surpasses the simple urge of one-upmanship that is rife throughout society and trancends into one of learning for the greater good then people will never change.
The fact is, modern capatalist life does not offer much of an incentive to learn, when you can be so much happier using other people and remaining ignorant....

True, the only thing that we can change is ourselves (our attitude to be most specific). For instance, world hunger, while that is a noble thing to do, it will not be able to be accomplished. The best way to address this is to reach as many individuals to participate in their goal.

It is more important to have the nation in good stand, rather than personal!
Thus, we should improve our nation's standards and level, first and then individual improvement will result!
