The one who has kids, a family, more people who care about him. OR if one of them has a chance of staying alive longer, the one in more critical condition should go first. If they will both probably die if they wait, and might anyway, than the one with a better chance of survival should go first. Regardless of race.

Man its called triage assessment. The decision wouldn't be made of ethicnity, but who could last the longest without medical attention.

Whoever was more seriously injured. In the event that their injuries/conditions are equal in severity, I'd say whoever got there first should get the O.R.
