it is definitely not ick. ich is little white dots that make fish scratch on rocks
it is a fungus. because you say "white cotton" that means it's a true fungus. (if you'd said grey-white stringy, that's a bacteria called columnaris that can kinda resemble fungus.) Jungle makes a good fungus medication called Fungus Clear. they're tablets for a ten gallon tank tho, so you'll have to break them up (put it in a ziplock and tap lightly with a hammer) and do some approximating. fungus is contagious, so if your betta's been in with another fish, treat them all. you may want to start with a complete water change then begin treatment. do water changes every 3 or so days; after a water change add another dose of the medication. it's normal for the water will turn yellowish during treatment.

Mardel makes a fungus med called Maroxy thats in liquid form. It's quite potent so you'r probably only add a few drops. That might be a little easier for treating a bowl than breaking stuff up, but I'd compare active ingredients and make a judgement call. Treatment should be done similarly.

Sorry to hear that your betta is sick; sounds like a fungal infection.

"Do a full jar water change. Add “Fungus Eliminator” to the water. These are crystals are dosage should be about 30-40 grains per 1/2 gal. Water should have a nice gold color, not too dark. Do not overmedicate! Change water every third day and add a new dose of same medication. Continue until all fungus has disappeared. Then keep betta jarred for another 2 weeks at least and instead of Fungus Eliminator, just add 1 drop of BettaZing in your betta’s water to clean any other bacteria/fungus that may still be present."

I hope your betta gets better!

Try either Betta Fix or Copper Safe. Follow the directions & do only 1/2 water changes once a week. Don't change all the water because they kind of condition it themselves. A 1/2 change should be sufficient if you don't have a filter. Good Luck!
