just say "sorry, not interested" or tell him you have a boyfriend/ husband, or for shock value say something like... I have 4girls, 3 boys, a baby on the way and divorced twice, still want my number? (lol) or say "my dad told me not to get involved with guys because I might spread my aids(or whatever STD you can think of)

You can always let them know you are in a relationship--even if you aren't at the time. Most guys don't want to deal with another guy so they will back off. Or just tell them that you just are not interested. Honesty is the best thing. It is a hell of a lot easier to tell them right from the start than after some time has passed by. When that happens you usually become a girl who was leading them on and a tease and a *****. May as well save yourself the headache.

First of all, let me ask you this: some random guy came up to you and asked for your number, name, etc. and you don't even know him? Obviously, the answer to this is simple. You don't know this person so answering truthfully and explaining you aren't interested won't be too awkward. I mean, this guy should have obviously known that approaching you like this might not get him a favorable response from your part. So don't feel too bad about saying no to him. Besides, whether or not you sound rude, remember that you most likely won't even see this guy again or something!

To just walk up to some one and ask for all that personal information is what's rude. And a little creepy if you ask me. I'm assuming your speaking of a stranger that did this.

You say something like:
"You seem like a nice guy but, I don't feel comfortable giving my phone number to people I don't know. Thank you for the compliment, but I am not interested in starting a relationship right now."

If you don't know him give him a fake phone # or just tell them that you have a b/f. I used to get those little fake rings that looked like engagement rings and when I went out, if I didn't want to be bothered I put one on and if someone was asking me out I would hold up my hand and say I was engaged.

simply say "I'm sorry, I don't give my number out."
What can they say? I'd say it was rude if you said something like "take a hike wierdo" Simply give the facts, and still be human. :) Good luck
