Rephrase the question as "How do I get the guy I WANT to make out with me to want to make out with me?", and then give some more info on the situation.
If quality is no concern then there are plenty of guys out there who would gladly make out with you, many of them old, overweight, pedophilic or all of the above, but guys nonetheless.
