Do you mean the street Belmont? If so, it's located on the north side of Chicago. The "center" of Chicago's downtown is generally considered to be State St. and Madison.

Belmont is a street as far as I know, and goes all the way down to the lake! 3200 W. Belmont, Chicago, IL
