Do you mean the street Belmont? If so, it's located on the north side of Chicago. The "center" of Chicago's downtown is generally considered to be State St. and Madison.

The Belmont area of Chicago is on the east side of town by the lakeshore.

it's the north side of Chicago.3 miles north of downtown. belmont is a east west street.

It is not a suburb but it is just outside of downtown Chicago.
