I am not 100% sure in this, as is the case with most of these type of situations, but rumors are that the reason the civilian cost is so high for the civilians is because Hezbollah places there rockets in civilian neighborhoods. This is not a fact, and I personally hope its not true, but this is what has been commonly said.

Because in both cases its Lebanon or Hezbollah announcing the numbers. So, if someone gets killed, Hezbollah counts them as a civilian. But if they survive, Hezbollah counts them as a militant.
BTW, did you see the correction by the Lebanese government on the recent casualty count? Lebanon had announced that 40 civilians were killed by a recent Israeli attack. Then, less than a day later, they changed that to 1 civilian casualty. And you trust their math?

It is not only the body-count. And no weapons could be that precise to kill only someone carrying guns.
Israel is a country, and they have posts for their soldiers, which were attacked a few times.
Hezbollah is not a country, but an unofficial party (???) within Lebanon, ordered to be disarmed by the UN but not complied, occupied a large part of Beirut, building infrastructures within the Lebanese communities - meant civillian, without approvals from the Lebanese government. They launch their rockets from these areas to attack Israel. People should expect Isreal would return fires to those locations, and I also believe the Israel warns by radio, flyers the places they will bom so the civillian could move out of harm way. Read today news from CNN (8/7/06).
