my apartment complex locks all stairwell doors so that if you are inside you cannot exit until you reach the garage level. Is this safe or are they breaking a fire safety regulation?

Unless there is an alternate exit, a high crime issue or, the stairwell is under construction, this truly sounds like a safety hazzard. The previous answer was right on....You may save lives,including your own, if you report the issue to the Fire Dept. which will issue a substantial summones and possibly even prosecute.

Check with the Fire Marshal in your town. I'm pretty sure this isn't legal
