Try a make-up primer (smashbox or philosophy) and /or a loose mineral powder over make-up.It makes you look air brushed.

If you want "dewy", make sure your foundation doesn't have a matte finish. If it looks flat, it won't be dewy. Look for products that have some shine to them.

I think I heard on Oprah once that it takes 15 different cosmeticians to do a face on a cover of a magazine,

I get facials, also use any over the counter moisture, Oil of Olay, Dove, Ponds all have. Read , should say on label.

I use Mineral Make up and they have different finishing powders that can give that look.
Try them; it's great make up and it's a natural sunscreen.
