Does anyone know if you need a permit/ license to drive a moped or scooter around the neighborhood? Is there a speed limit? Are there any rules regarding this? I would like to buy a fast moped or scooter I just want to know if I need a permit/ license as well.

Check with your local DMV.
Scooters are considered motorcycles. You need a motorcycle license or M/C permit to ride one.
Mopeds are any street worthy motor vehicles (they have to pass your states inspection just like a car). They cannot have a top speed of over 28mph, or they will be classified as motorcycles. To operate a moped, it has to pass inspection, be registered (have a license plate) but you only need a car drivers license or permit. I'm not sure about insurance. You have to follow all the rules of the road just like any motor vehicle. That's how it is in my state anyway. Like I said, check with your state's DMV. Do a web search for "your state"DMV.

In California you will need a class M2 license for a vehicle with an engine under 50cc displacement or 2HP; and a class M1 license for a vehicle with more than 50cc or more than 2HP.

Your moped or scooter needs to have all the proper lights to be street-legal. The speed limit is the same as for cars. You can't go on the freeway unless your scooter is more than 15 HP.

First off there are no fast mopeds out there. when ya want fast go look at a suzuki sv650 then you'll be safe. and please stay to the shoulder and do not get in my way
