That sounds like an issue that should be between the two guys.
If the first relationship is over, then whether his best friend slept with his ex or not is between them and has nothing to do with the girl.

I guess it depends on who brought it up.
If you brought it u, then you can't get mad at him. Just because he isn't dating her anymore, doesnt mean that feelings just dissapear.
If he is constanly bringing it up, then he has some issues that need to be put out in the open.

Yes, because if he cares that she did that, then he still has feelings for her which means he shouldn't have a girlfriend right now. That's B.S.
