Ok, giving the fact you give no details what you really need is a clairvoyant, not a computer expert. But lets see if we can help.
This is what you need to play the game.
Windows® 2000/XP,
Intel Pentium® 4 1.7 GHz or AMD Athlon XP 1700+,
512 MB RAM,
2 GB Available HDD Space,
GeForce 5600 or ATI Radeon 9600 Series Video Card,
16X CD-ROM Drive
Do you have all that? If you do and it still does not work give some more details.

The first thing I'd check is to make sure it meets all of the System Requirements for "City of Heroes". Unfortunately, the Dell Inspiron 6000 has many different configurations, so I can't be as helpful as I'd like to be without more information. However, here is the gamemaker's website for the requirements: http://support.plaync.com/cgi-bin/plaync.cfg/php/enduser/std_adp.php?p_faqid=462&p_created=1051042070&p_sid=hDYAYvei&p_accessibility=0&p_lva=&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9MTExJnBfcHJvZHM9OSZwX2NhdHM9ICZwX3B2PTEuOSZwX2N2PSZwX3BhZ2U9MSZwX3NlYXJjaF90ZXh0PXN5c3RlbSByZXF1aXJlbWVudHM*&p_li=&p_topview=1
In particular, make sure your laptop has an NVIDIA GeForce 2 Series, ATI Radeon 8500 Series, Intel i865G or above.
If everything looks up to snuff, I'd next make sure all of the drivers are completely up-to-date. Most importantly, check Dell's website for the drivers for the sound card and video card. They're usually the first thing that will kill a game. http://support.dell.com/support/downloads/index.aspx?c=us&cs=19&l=en&s=dhs
Next, make sure you've installed all of the updates for "City of Heroes". Although gamemakers will add levels and enhancements within these updates, they'll install patches to problems as well.
If all else fails, you can always contact "City of Heroes" support: http://support.plaync.com/cgi-bin/plaync.cfg/php/enduser/std_adp.php?p_faqid=214&p_created=1027958314&p_sid=2aQK-vei&p_accessibility=0&p_lva=&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9NTkmcF9wcm9kcz05JnBfY2F0cz0xNiZwX3B2PTEuOSZwX2N2PTEuMTYmcF9wYWdlPTE*&p_li=&p_topview=1
Good luck!

What's the error you're getting?
The usual problems that involves games are:
1. The system does not meet the minumum requirements.
Solution: Make sure your system meet these requirements
2. Viruses are present on the system, preventing the main executable to execute properly.
Solution: Scan your system for viruses.. If you do not have an anti-virus program, click below to download AVG, a free anti-virus program.

You may need more Ram, Try changing some graphics settings in case it is a problem with your graphics card. Just make sure you know where you change stuff because if it screws up your pc and you don't know how to change it back I feel for ya.
