There may be ineffective and inefficient organizations in the US but America is still the global productivity leader. Knowhereman...Dude you are probably part of the problem.

You could add to what Vince stated but he sums it well.

It all starts at the top. But also some countries make it impossible to make the necessary changes -particularly in Europe - by limiting a company's ability to make rapid changes in the workforce.

Effectiveness is being able to do a job. Efficiency is being able to do it well.

If an organization is not being effective, it is doomed to fail at its function, no matter what resources (funding, manpower) are added.

An ineffcient organization may still be able to limp along, producing the product or it's function, but at a higher cost of resources. The organization MAY still fail, if the resources available are used up before they can be replenished.
