I'm a very avid fan of the Silent Hill series. I think according to gamefaqs.com, Silent Hill 3 is generally rated to be the scariest of the four existing game in that series. Silent Hill is definitely the most frightening series I have ever played (it plays more on psychological horror than slasher/blood horror), and the storylines are very creative and well-written. However, SH isn't as gory as Resident Evil (I don't think so, anyway), so it depends largely on your personal taste. If you've seen the Silent Hill movie that just came out this year, you'd have a good idea of the various monsters that show up in the four games, though the plot of the movie is based primarily on Silent Hill 1. I have heard, though, that Siren is also pretty scary, but I've never played it.

Resident Evil 4 was pretty scary in the beginning but then once you figure it out it's not that bad but the guys with chainsaws (and girls) are still scary. It's also fun and bloody.
