Use Sally Hansen Cream Hair Remover for Face. It's not very expensive, and you'll only have to use it every two weeks at most. Read directions carefully, and rinse well with cool water afterwards.

first- check with your doctor- you might have a thyroid or hormone issue.
Hair on the face- and the rest of the body is ometinmes hereditary. It runs in my family. I shave. Its cost-effective and has become part of my routine. I pluck every where else- But I'd love to get laser hair removal.

Laser if you can afford it. If it is a hormone problem, insurance might cover it.
