Why is there this need for teens and college kids to go to wild and out of control parties?

hahaha... u've never been overseas. Its crazier in other countries, I'm from Kenya and we go 24/7. No crazy drug laws(at least not too enforced), no liquor time. What do u think, I've partied alot harder in europe than I ever can here. Society hypes up this "party culture" in the us. Media's exposure helps a lot.

Well, what other venue supports the behaviour? There's no better place or time to freak out when than when you're young and don't have much to do other than to be a student, or go to a crappy job.

One of the interesting things about kids' parties is that they're largely self-governing. The kids are in control of the kids even when everybody's out of control. Although one can go on about all the bad things that happen at parties, good things notably happen too. For instance, when you wake up in the morning and realize that your friend dragged you out of the party, got you home, put your head in the toilet and held it up for you, and then put in you in bed with a fresh shirt on--while they were drunk too.
You're opinion of your friend is much higher, probably--and now you know that your other buds were just gonna let you lay there, passed out on the lawn.

At parties, one learns a lot on the subject of social dynamics. Important stuff too; very useful in a post-college setting.

Because so many things are suppressed or made illegal that aren't necessarily that harmful unless taken in excess... so as soon as they are able to get away from that authority what do you think they are most likely to do?

its called youth and growing up you are only young once so kids wanna have fun need any more explainations?

usually its psychological - a need to fit in with the 'pack' you might say.
