Nah, it isn't wrong. There are times when you would want to self-pleasure yourself because um, maybe you want to have that "feeling" right now.
For example, your spouse is at work and you're at home. You're all lonely and then your sexual drive begins. There is nothing wrong with self-pleasure, so go ahead =).

No. What is wrong is having sex with another person to relieve your sexual needs.
If you need to have sex and your partner isn't interested then the best thing for you to do is to take care of it yourself. Just don't flaunt it or do it in front of your partner. That is an insult and a claim that they can't fulfill your needs. Even if it is true it is a cruel thing to say, or show your partner.
So self-pleasuring yourself in private is better than the other option. Just make sure it is in private, unless you want to be cruel to your partner.
