Well, think of all the people that would be out of a job if there were no eye brow pencils or eye brow tweezers to make and sell - eye brows are an important part of the economy.

It's supposedly to reduce the glare of the sun when looking across or towards it.

I suppose it must be better than having the sun glinting off pale skin into your eyes.
