I have a 1999 ford ranger 4.0 V6

the howling happens with or without the air filter, hose and mas attached. The noise occurs at other than idle also. The noise is coming directly from the throttle body.

Common problem.
Your " idle speed control motor" is bad ( How to diagnose it)
Remove the plastic cover from your throttle body, to access the throttle cable , Start the engine, now unplug the idle motor.
Use the accelerator to keep it from stalling, if the noise goes away replace the idle motor.

They usually don't. If yours is loud, either you have a cold air intake with the air filter modified or when the air filter was serviced, it was not reassembled correctly. It is also possible that the connector hose to the engine from the air filter has come loose, but then your little pick up would not run well, and the Check Engine Light would be on.

you mean like a vacuum cleaner? check to make sure it is secured the right way. They should have 3 clips to snap it shut . it is probably not on right.
