target also has great shoes.. but some of them arent the most comfortable..
also you can try like a ross or tx maxx.. though most ross' i've come across are slummy...

Depends on what your budget is:
Less than $20.00: Go to payless
$20-40: Marshalls has great finds sometimes on designer shoes. I found a pair of Ralph Lauren's last month for less than $40.00 and they are goorrrgeeeouus....
Beleive it or not...Macy's has some great sales. I got a really cute pair of beige sandals (Anne Klein) for $25 plus tax.
I know all about being on a budget...but never EVER buy shoes at walmart or target! They look cheap, feel cheap and do not last!!!!!!!

DSW for tons of styles. They sell purses and hats as well. However, you have to look around sometimes. They have times when they're dirt cheap, but sometimes not.
For fewer styles, but guaranteed cheap: Payless Shoe Store.
Target, Marshall's sometimes have cheap, good shoes.
Also, remember that inbetween seasons is a good time to shop for shoes. For example, at the end of summer, sandals, etc will be on major sale at any shoe store. End of winter, boots, etc on sale. So on and so forth.

Ross, Walmart or Payless.
If you go to Ross, you can just stand by to a big search, but you may get something you really want, but you'll have to work for it.
Payless would be your best bet for some quality.
And finally Walmart is the bottom of the barrel when it comes to quality.

Kohls has name brand shoes, but when they have a clearance you can get some great bargains. I got a pair of Candies shoes for 8 bucks last week.
