you should speak to your council. But be careful my mom wanted to do something similar, the land was not used or for sale my mom foned the council and asked if they would sell and if so how much. They said the land wasnt for sale, then a month later they put the same piece of land(that had been unused and empty for years and years) up for sale to the general public for a ridiculous price after my mom had put the idea into their heads.

Try and find out who owns them. If you can't, try the land registry site. Can't remember but try landregistry.com or .gov. You can download a form and 'search' with an index map search or get a proper map and outline the area you are interested in and send the form off to find out who owns it. If it is registered you will get a 'title number' and you can apply for a title information document to find out who the owners are. Are you sure you don't own these two spaces. Are they directly behind your house? Anyway, once you find out who owns the spaces you can then start to negotiate.
If it is council owned then park on the land. I can't remember the exact figures but it's something like, if you use the land as your own then after 8 years you get possessory title as long as no-one claims the property is theirs, then after 16 years you can apply to have the land registered as your own. I know we're talking about a long time but I'm just giving you info. Try the Land Registry site though.

Your local Council can probably tell you who they belong to. Otherwise try HM Land Registry. Once you know the owner, make an offer.

You need to know who owns it. Try you local council, but also try HM Land Registry. Once you know who owns it, you can have a chat with them. speak with a valuer if you need to know how much it is worth.
