It is a 13 year old birthday party

the colors are bright pink, light orange, and lime green.

The party will be during late afternoon/night (ends at 10 pm) and it will be dark for majority of the party. I'm Planning on putting xmas lights up, but how can I hang them creatively?

The party is outdoors.

Please help! If you have suggestions on creative ways to do streamers, ect. or get the birthday person's name in lights, please post!!
dare I say this, but it should remain *fairly* cheap

will there be a pool?
do you have lights out doors?
do you have a deck?
if you have a pool, buy colored light bulbs put into your pool light. these are fairly cheap. also if you have out door lights you could replace the colored light bulbs with the lights. you can find these at walgreens, walmarts, and i believe dollar trees as well!
TP your trees and backyard with streamers, if you are experienced with tping it wont look tacky. hang it on fences, the door, the whole backyard. you cant go wrong with how to hang streamers.
id reccoment buying like a tent/canvas/over head thing. you know like the big white ones you see at flee markets or fairs, weddings too i guess? in their put the colored lights and buy strobe lights. this could be like the dance section or whatever its up to the girls.
there is washable paint that you could decorate a deck, sidewalk, fence, grass and building structures you may have. draking things like "Happy birthday!" or cute hearts, flowers, happy faces, alkl the girls names, whatever. OR you could just splatter paint! itd be bet to fidn it in glow and the dark. again check out walmart, walgreens, or party max.
buy lots of ballons of those colors and tie them all over. dont just buy 20. but 200! dollartree sell them for cheap
(obviously) and you can buy you own pacakges and rent one of those helium machines and do it yourself. if you have lots of baloons it wont look tacky, itll look extravagant. having a mere number looks lame.

You are limited as far as trying to hang lights unless you have a tree, post, or a gazebo to hang them on. Perhaps you can get some balloons and tie them or tape them to the corners of the tables. For a cool effect get some of those small light up sticks and insert them into the balloons right before the party so they will be very vivid. I believe you can purchase them in all the colors of your party. Of course there's confetti but it is messy. Try some dry ice just to add some cool effects to the party atmosphere. It's really hard to come up with decorating ideas without a theme. If the 13 year old likes fairies or things like that maybe you can decorate with them and some fairy dust (glitter). Good luck!

Use the lights to create a design or something related to the theme of the party. You could create a "vine and flowers" and use paper elements for details. With those colors you could go very tropical. Make a palm tree of lights on a wall/side of house, get some paper birds, a few grass skirts for fun...real cheap at party discount stores. Another nice flourish is snow cones, a bag of ice a blender and some flavoring and let the festivities begin. If you are worried about the weather use foam to make design elements, can get at walmart or hobby store for 50 cents or so.

String them with some drape to them, so they aren't tight, then maybe throw some netting over them, it'll make a really soft vibe. Maybe you could hang little ornaments or party favors from the lights, that would be cool too.

Do a disco theme. You could have some psycadellic daisies, use rope lights for her name, those are cheap. That would be cool, make them all dress up like in the 70's.

I would wrap the lights around the trunks of trees-that always looks nice.
There are also additions to the lights that you can buy that fit over the bulbs-like globes or something, to add more color.

hang the light in a way that expresses you. pick a theme you like and expand from it with those colors

Take three different colors of streamers and twist them together then hang them up

I don't imagine you have the money to pay for all this, and just your parents do. I would have it outside on a deck or patio instead of inside like you said.

well put the bday persons name in your xmas lights by just writting it as if the lights are ink.
