The phase of the moon shouldn't have much effect.

Blackberries are pretty indestructible (The vines, not the PDAs...)
They do like a lot of water though, so damaging them near the dead heat of winter should be a good bet as far as when to do it.

I'd chop up their roots as well as cutting them though if you really want to kill them.

If you're worried about harming them, cutting them back in summer might do just that. I'd wait until it cools off a little, just to avoid drying out their remaining leaves when you're done, but that's just because dead leaves look bad. As I said, blackberries are pretty indestructible.

It could kill them but not likely. Moon phase has nothing to do with killing them by cutting them. Best to cut them back in the spring for pruning.
