i'm at MT. Silver and i have the Silver Wing, but Lugia isn't showing up. i'm at the top too.

Lugia is in the Whirl Islands I think around Cianwood. You find Red on Mt. Silver after defeating Elite 4. You have to solve the maze in Whirl Islands to find it.

Mt. Silver? No, Lugia is in the Whirl Islands. You fight the hardest boss in the game at Mt. Silver (I think his name is Red? It's been a while since I played the game, hehe) =]
