When lightning strikes salt water(being a very good conducter), such as out at sea, the charge spreads out closer to the water surface than with normal water. So if fish are up by the water surface they may get killed if close enough to the strike point.

Nobody is really sure what happens but the theory is that although the electricity spreads out over a larger area when compared to lightning strikes on land, the actual area that can do damage is smaller.

Another part is water's ability to store energy, which is quite high so there aren't enough storms happening over water to charge the ocean enough to actually kill all the fish or even raise the temperature enough to do so.

Some do and Some don't. You know the ocean water may not seem deep but it strangely is. It can be more than 2,000 feet below. Sharks, and big and medium fish, and rare fish stay down at the bottom.( About 1,978 ft.) where it's extremely dark so they can sneak up on there enemy's and food. While the other tiny and small fish stay up at the top( About 955 ft.) in groups for sunlight and for there tiny little planktons. Then at night they go down for their homes ( 1,555 ft.) Some stay at the top. Then the night of a storm those fish at the top die and get hurt.

The charge is dispersed over the world's oceans. Also, since the fish are in the water, and surrounded by the water, and without grounding, they are not given enough of a charge to die.
Having said that, I am surprised the water doesn't heat up to boiling and just cook them.

The fish actually absorb the charge, which in turn makes them bigger and faster. Deep in the ocean a breed of uberfish are forming, which one day will be so large that they will swim en masse to your nearest beach, storm up out of the water and COME AND EAT YOU

the fish don't die because they don't have human like skin like we do so it would take a lot more then one bolt of lightning to kill not even twenty
