It does NOT mean that you will be tested on something, and have a time limit. It DOES mean, that something has been in use so long, the fact that people are still using it, proves that it works. If something had been around for so long, and it didn't work, well then, "It didn't pass the test of time", and people would stop.
The Phrase, "pass the test of time", has the same meaning.
