It is asked of the user, but in reality it won't affect performance unless you're planning on holding onto that battery for many years.

Yes, all rechargeable battery's should be allowed to discharge completely every so often. This will keep them working better and longer.
About every few weeks should be good.

Gateway reccomends that you do it. But I haven't noticed a difference in the performance.
