To be legally allowed to drive you would need to actually know something about the machine you are driving? How to do at least basic upkeep and even if you don't want to "fix" you car you should at least be able to understand what your mechanic is doing to you car.

a improperly maintainded kitchen isn't going to leave you on the side of the road or fail and kill others.

You don't drive ~55mph + in your tv, with other people in it.

Would you want to fly with a pilot that can't remember the last time he "checked out" his plane... or if he ever has? Why do you get into a car with someone that can't put air into a tire... let alone know they actually have to?

Some people are not interested in "how it works". Generally these people would rather pay someone to do the maintenance. I do not think it should be a law though to have that knowledge just to drive a car.

Yes, I've thought about that one already. But generally it doesn't matter to some people. Myself, I know what I'm doing already so if something goes wrong, I can usually fix it.

I have entered into the kitchen, yet I can't fix (in the whole sense of the word) anything !!!

Not really. I use my telephone, television, and other items that I have no idea how they work.
