You can assure you are complimentary when a compliment is called for. If a person has done a good deed; you can assure everyone knows.

The best way to praise someone is to let them know how proud you are of them and tell them they did a great job at something. This makes people strive to do better still at whatever it was they were trying to do. Let them know you are happy to have them around. It is a great feeling to hear someone tell you this, isn't it?

See look... I am glad you are here to post questions on y answers. Without people like you, this place would sure be boring. Keep up the good work!

Now didn't that feel great?

Only when appropriate (when the situation calls for it) and be sincere about the praise. If possible, praise in public (with others around. It's motivating for the person concerned and hopefully the others listening in will be motivated to do likewise.

I find that praising a persons actions or thought process to be more meaningful. You may say something like "Good Job", "Perfect", "Great"., etc. Try to follow up with something that validates why their actions were good, what quality they have that really brought that out. Something like: " You really saw that from a different angle than everyone else." or " I'm glad you brought that up."

If you want to compliment someone on their physical appearance it is best to just say it. If you need something to start with you can always start with the phrase "May I just say..."

Example: "May I just say, that is a gorgeous dress on you."
"May I just say, you have a nice smile."
With that phrase you don't have to wait for "the right moment".

If people were congratulated for all of the good things in life maybe they wouldn't be lead to do the bad things. People believing in people would make a better world for everyone, but this of course will never happen it seems and there will be no pots of gold at the end of the rainbow!!!!

Compliment them, thank them. Respect them. Acknowledge them, validate them. If you do these things it also gains respect and power for yourself. If you don't thank them when they give you something then it's like you felt like you deserved it. (You have to be gracious for a gift) Respect their decision on something and don't put them down, everyone has a right to their own opinion (even if you don't agree) if you ask them and they tell you, then accept it. Let them know what they are doing is the right decision (if you generally feel it's right, every circumstance is different, so use your best judgement) Compliment them on clothes or hair cut (whether you think it's nice or not) Just be nice.

Just give them a sincere compliment. Pick something easy. Like when you see them wear a nice new shirt, say "cool shirt".

Be sincere and people will appreciate you. Remember this, "If God be for us, who can be against us?" - Romans 8:31. Peace and God Bless.
