The best routes to take are to research the process of starting a business as well as the industry you're interested in.

firstly conduct a market survey using your product or your business as reference, next competitors in the market, business logistics, mainly deisgnated HR even if its gonna be a small organization and deep pockets to support your business with no profit for atleast 6 months, all this put together is a matured business plan :-), later launch. search for your local employment office and resources. there is a non-profit org that helps first time start ups. Visit your local county clerks office as well, there you can get more info as well. You will need to file for a name for your business, get a tax id number from the IRS, and set up a bank account.

Get a loan from your bank - as long as you have a good credit rating. Search around your neighbourhood and check the newspapers for business owners who plan on selling. Duh?? Wang??
