Make sure that the car is supported before doing this as its easy to knock the car off the jack. Get a good sized piece of wood and place it on the inside of the wheel rim from behind. Then get someone whos handy with as large a hammer as you can find to hit the wood so not to damage the wheel rim. If its an alloy wheel, they seize around the centre of the wheel where it meets the hub. When you are putting the wheel back on, put a bit of anti-seize grease around the edge of the hub and also on the threads of the wheelnuts or studs.

Put the nuts back on loosely and take out the jack go forward or backwards a little and hit the breaks . Then try to take it off again. Worked on my truck. Use a pry bar but be careful where you place it and apply pressure somewhat gently

Steel wheel??? Don't be a lady! Pound it with a big sledge hammer. Curse while swinging. That'll scare it loose.

sit in front the wheel on your butt then lean back a little and use your arms to support yourself then use your feet to kick left and right of the tire...back and forth.

If you have it high enough off the floor, then spin it a few times, it should loosen. If it isn't high enough, the weight of the vehicle may still be on the axle, and on the tire.
