yes he can but when you ring him he wont turn up to do the quote when he finally does it will be weeks later and then he will say oh dear this will be expensive. he will then tell you that he cant get the bits needed at the price quoted and that he has found 5 other jobs which need to be done. by the time he as finished you will have aged 10 years been living in squaller for months while he does the job and the bill will be 10 times what he quoted you
