Learning is one thing, but understanding another.
To learn, first get the information (book, person, etc), then repeat it in another form in order to get it into long term memory (written, spoken, etc. For me, the act of taking notes was necessary to help me learn; I often didn't need to look at my notes later if I listened carefully and took notes carefully.
To understand, though, requires application. If you can do problems (as in math or many sciences) then do them until they're easy.
In the end though, nothing has helped me understand better than teaching - so find a listener and explain to this person what you learned. I guarantee you'll understand better than you ever have before.
