I had a computer with XP and got a new computer with XP but wanted to transfer my old files from my old hard drive on to the new one. i hooked the old hard drive up into my new computer and can access everything that was in theall users section but it wont let me access anything that was put under the owner section.

Go to XP Start/Help and Support and type (search) File and Transfer Wizard and it will tell you the process using the Windows wizard.

Why did you install again as windows Xp !!
Why did not try full backup with xcopy or
Norton ghost !!!
Try !!
and Reload your windows xp for hardware incompatible thats all man !!!

log in with administrator rights instead of just a user. that might do it.
