The difference between shaving and waxing is that waxing removes hair right from the root whereas shaving snips off only the hair on the surface of the skin.
That's why hair re–growth is slower when you wax.
Hair that's shaved only appears to grow back thicker and darker because it doesn't have the fine, pointed tip that a new hair would. Its like if you're trimming a bush, it only grows back stronger and healthier than before each time you do it!
If you can't bear hairy legs, and the thought of growing your leg hair to a waxable length freaks you out, try using a depilatory cream, silky mitt or shaver and save waxing for bikini line and upper lip.

I would much rather wax than shave. A lot of people say that waxing hurts. I don't think that it hurts but it is a shock the first time you get it done. The more you wax the thinner your hair is and the softer it is too. Of course the only con I have found with waxing is that you do have to let it grow out but it really isn't that bad and is worth it in the end. I don't like to shave because I get razor burn. As far as having your legs dry out, after you wax you should put on a good hydrating lotion and make sure to exfoliate your legs as well. The best lotion I have found is cetaphil.

Shaving is the quickest, and most popular way of removing hair from the legs, but you generally wind up with stubble after a few days, so you have to do it more often, especially in summer. Waxing lasts longer -- usually about two weeks or more, but the process can be painful. There's the danger of getting the wax too hot and burning yourself, and tearing the wax-laden cloth against the direction of the hair growth can really hurt. If you decide to wax, I'd suggest getting it done professionally the first few times to familiarize yourself with the process.
If you decide to stick with shaving, be sure to use a shaving cream for women, which gives a better protective lather than just soap. Shave against the hair growth for a closer shave; that is, shave in an upward direction rather than down, and use short, careful strokes of the razor. Razors get dull after several uses, so replace them when necessary. A dull razor makes cutting yourself more likely than a sharp one, as you will have a tendency to go over and over the same areas.
When finished, rub body lotion generously on your legs to keep them moisturized and prevent dryness.

shaving is just shaving - no real cons other than what you know of already and it comes back quicker. If you do shave, use a or with Vitamin E - any shaving gel for dry skin, sensitive skin - a moisturizing gel for women - and pretty decent razors. Bic Silky Touch is a good brand - the one with the pastel package of see through razor handles. Those are the best - no dryness or irritation at all. Also - you can use and in shower body oil on your legs like Neutrogena in shower body oil or even the after shower body oil to keep them moisturized - then use a body lotion made for dry skin as well. (or a cream if it is really bad dryness). The dryness must be caused by the shaving cream you are using, the razors or lack of proper moisturizing. They also sell after shave moisturizing gels that work great for dryness and irritation.
This should help that problem.
Waxing lasts longer - about 8 weeks so that is a pro but it kinda hurts and you have to wait for a decent amount of hair to do it so it actually pulls it and gets the root out.
You may want to try Nair for women which is a hair remover - they sell lotions, creams and waxes that remove hair. There is one type that you put on your legs out of shower and they have a thing that looks like a razor but with no blade and you just scrape it off of your legs - that is supposed to work good. So maybe give that a try next and if you don't like that - move to waxing.
Sally Hansen products are the best and it is always easier to use pre waxed strips so you don't have to put the wax on yourself cause it can get messy - salons are another option but probably around $40 give or take either way.
I wold try Nair - it is supposed to moisturize and the hair stays off longer than shaving. Also - with any of these - use moisturizing lotions and in shower body washes for this - (Oil Of Olay moisturizing body wash - the yellow one with yellow cap works excellent - so does Jergens. Also, Johnson and Johnson makes baby products for in shower use and you can use those too - the oils, shower body washes and the lotions - they make your skin so soft. The links below are for info on Nair's product options. Also - make sure to exfoliate your body (legs) about twice a week. Bath and Body works carries an exfoliating scrub called Take Your Sweet Time by True Blue Spa that is out of this world amazing - it feels so good and they also make a blue exfoliating scrub. Bliss Spa products are sold online and in some dept stores and Sephora I think and these are absolutley the best body lotions and creams, etc ever made. You should also try the sock booties and lotions for feet they make - all of their products change your body practically overnight - highly recommended.
Hopefully something works for you! =)

Shaving definatly. Waxing takes too long, is a pain in the *** and hurts like hell. You have to heat up the wax, spread it on, let it cool, and then rip it off. And I mean RIP it off, because thats exactly what you do. It also dries out your skin. Continue to shave, but get some moisturizing shave cream to use instead of soap, and apply lotion right afterwards. Or if you want, shave with lotion. Thats what I do and it works great, only I go thru a lot more disposable blades, but its worth it.

there is a new girl's razor that has a moisturizer attached to the knife, and that one is a lot better when it comes to not let the skin dry.
waxing last longer but u need to let growth ur hair to a certain length for the waxing to attach and peel off, but it HURTS a lot plus, some people are allergic to the wax and maight develop an allergic reaction for days.
and your hair follicles can get damage. but the sensation to feel ur legs smooth.. priceless.
shaving: try to moistuize ur legs before shaving and use cold water, not hot water.

Waxing is better x10. The hair doesn't grow back as fast and if you take two advils it doesn't hurt that much, and after a while if you start while ur young the hair gets thinner and thinner until their is like none in your adult years. There is also laser too if you don't want to deal with it a lot. It just feels like a rubber band snap.
