Is a garage an okay place for two rats to live? With no drafts and spending a LOT of time inside playing?

In a cage, of course. (sounded like roaming free)

I agree that it will get the extremes of temperature. Also they would prefer to be in a room with activity going on as they love to watch people going past and it helps them get used to people quicker as they see you all the time, not just when you want to get them out, which can be very stressful for some rats.

Not really. It'll get pretty cold in the winter, unless you live in Florida or California or something. Also, it'd get really HOT in the summer, and rats suffer in the heat.

The real danger is that they become 'out of sight, out of mind'.
No matter how much you want the pets now, if you don't see them running around in their cage or doing the cute things they do unless you make a special trip out to the garage, they're going to get kind of boring. It's a lot more fun to have them in the living room or somewhere where the whole family is, so you can see their behavior and how they interact and stuff.

It would depend on the type of seasons you have, how often the garage was used and they type of garage. If you were always in and out of the garage and it was either insulated or you lived in a rather stable temperatured part of the world, then I wouldn't see a problem with it. My biggest concern would be the 'out of sight out of mind' effect that sometimes happens when pets are put in unusual spots. If you were always in and out of the garage for various reasons, then there wouldn't be a problem as the critters would always be there in your daily meanderings and the garage would just be another part of the house, such as the bathroom or living room. My aunt and uncle's garage is like that.

Definatly not. They enjoy watching people, and you will enjoy watching them in the cage. With the way weather can change very quickly, you never know if it might get too uncomfortable for them. If you are worried about the smell, put them in a room with some windows, so the air will vent.
