Try using less makeup to save money. This is what I have in my bag and I don't need to replace anything for awhile:
One foundation
One lip conditioner (doubles as a gloss)
One lip liner that goes well with everything (doubles as color w/ the conditioner above)
Black Eyeliner (I rarely use this anymore)
Mascara
As "extra" in my drawer I have two lipsticks (color)
One eyeshadow that I hardly ever use),
One blush (cheap Cover Girl).
I have good brands of all the above (well Avon is a good brand for me). I don't use each of them all the time, so my make up lasts for a long time.

Any store will sell you the same stuff. Walmart, walgreens...save on...etc. They just have different prices! Walmart of course will have their tags marked way down. But that depends...Do you want any make up? Even if it doesn't last? Or do you want a reasonable price for make up? NYC make up & Mary Kate & Ashley Line are probably the cheapest out there. But they do not last at all...maybe a few hours. But Rimmel is cheap and lasts pretty well, somethings from Maybeline last as well just check prices. What are your willing to spend and for how long do you want it to stay on? Best bet is Target & Walmart Walgreens can get pricy sometimes so avoid pharmacy related stores!

I always love to shop for makeup just about anywhere they sell it. But my favorite place for cheap, fun, quality makeup is Target. They sell all the brands like L'Oreal, Covergirl, and Rimmel, and they have deals each week, so look in their weekly flyers. I also use coupons that I can sometimes find, and that can save you several dollars at a time.

Rite Aid,Long's Drugs and Walmart have some very inexpensive lines;so does Walgreen's.

Believe it or not, a place like The Dollar Store or The Dollar Tree has really decent (not excellent) but decent make up. Especially when it comes to lip supplies and eye supplies. With foundation, though, I recommend buy what you normally buy because cheap foundation, powder and blush can make you break out.

have u tried makeup by NYC or Wet N Wild (at ur local drug/pharmacy store like rite aid or cvs or even some supermarkets like giant) they are cheap...but not great quality....maybe try covergirl or almay. Look out for deals in the stores catalog, u can save a lot.

Hey, BYS is a great make-up line.. you get foundation's for 2.99 , blusher bronzer for 3.00 and plumping lip gloss for 2.50.
Depending on where you live they may not carry this line,
Even though you may not agree, go to a chain cheap shop, There are a lot of cheaper makeup brand's in there, one of my friend's use's cheap make-up and you can't tel the difference,
You could also just try lay-buying some great make-up and slowly paying it off? x3

Try any discount store, like a store that sells things for a dollar. I find that they do have some good stuff to sell. Lipgloss and eyeshadow for one. They may have powder or liquid powder to sell.

Wal Mart. Get Maybelline. To get eyeshadow, mascara, eyeliner and lip gloss, it can come up to less than 15 bucks.
