in a cemetary, flags are in holders?

round markers that are stuck in the ground at graves of veterans,firemen,police that hold american flags.The older holders say (GAR) which i believe stands for Grand Army of the Republic. what would ( FTL) stand for?

I could not find a military reference to an FTL grave I did find, FTL - Forest Team Leadership (in Saint Paul Lutheran Cemetery).

Flying Tiger League? The Flying Tigers from what I remember were volunteer flyers. Just a wild guess.
