Get the materials from the store to do one yourself. They run about $10 for a basic one with strips and two bottles of color. Then follow the directions. Offer to do hers too. Make it a mother daughter day eating chocolate, popcorn, fresh veggies, whatever works for you. Watching chick flicks and stuff. She'll probably love the chance to spend some time with you. After you've painted your nails, wait a week or so then ask if she'd like to spend the day at a salon getting them done professionally.
Most moms would jump at the chance to spend some time with their daughters like that.

You shouldnt obviously your mom doesnt want you to have it, maybe she doesnt want to spend the money for it, or doesnt think you need it, it is quite high maintenance for someone who is not paying for it themselves, And anyway why are teenagers so quick to grow up? play with the pretty fun polishes at the store there are so many light colors that are fun and pretty and much cheaper. Do that instead.

tell your mom you need it and threaten to get fake nails enstead but if you do get one remember to put a clear coat of nail polish on every day to last longer.

Do a makeshift one on yourself. Show her how pretty they are and maybe she'll give in. If that doesn't work then offer to pay for part of it yourself or to do extra chores ahead of time.

Tell her your just trying to make your nails look nice. Explain that is just nail polish and that she should get hers done with you. She'll like that...trust me!
