I set my Microsoft Outlook up with my college email address. I can receive messages from all email addresses, but I can only send messages to other email addresses at my college.

When I try to send messages to other accounts, I get an error message that says, "Sending' reported error (0x800CCC6F) : 'Your outgoing (SMTP) e-mail server has reported an internal error. If you continue to receive this message, contact your server administrator or Internet service provider (ISP). The server responded: 554 Mail from 138.88.140.195 refused, see RBL server list.dsbl.org'"

Does anyone know how I can fix this problem or how I can contact my server administrator?

You need to set your smtp server name for email to get out.

In outlook, go to tools, accounts, click the mail tab, then select your account. Click on Properties, then the servers tab. The Smtp outgoing mail should be the same as your pop incoming mail.
If that doesn't work, then you need to call the I T department and find out what the smtp and pop server names are.

Make sure that under Outlook Accounts - that you have your SMTP server set correctly. Typically it looks exactly like the line above it (POP Server) but it starts with SMTP. Check that first. Make sure it's spelled correctly. If that doesn't work, I'd call the college IT department. It's not your computer or Outlook, it's the sending part of Outlook not being configured correctly. Try sending with Yahoo Mail - just for the heck of it. If THAT doesn't work, might be the college blocking you.

You most likely have your outgoing server set to your college one, which will not work when sending e-mails from your other accounts, becuase the college mail server is not intended for sending from your other accounts (Yahoo, MSN, etc.).
Make sure you have all outgoing servers set up seperately. Outlook will try and use only one, which doesn't work.

You need to find your outgoing mail SMTP info. This can be found by going to your new e mail server or isp and checking their support site out. Once you have this info open outlook, tools, accounts, mail, hilite your mail server, click properties, and put this info in the outgoing mail (SMTP) box. Click apply. done deal! Shirl is a boob! Probably on dialup with a totally infested system from her own ingnorance and blames outlook. Mine has worked fine for years! It is also one of the fastest e mail clients I have ever used! I dont have to logon to a website to get MY mail Shirl!

The college maybe blocking outbound mail on the server. It sounds like you are using the local college server. Contact the IT department and ask them.

There is a chance that your school has a group policy enabled that prohibits you from sending to accounts outside the school. Your server administrator would most likely be the school's IT department.

Why fix it? Get rid of it. I did. Outlook express is the worst! Your lucky you even get your e-mail. I didn't. It usually took a week. Pony express is faster.
