Great Question - I have a friend from Guatemala that has been going thru the legal process for get this....7years. He wants to become a citizen of this country so bad but every time he encounters redundant paperwork and never deals with the same person twice.

Because they are also primarily rich countries which also have various social security programs to subsidize residents and they don't want outsiders to benefit from them. They also have to ensure that the job you want a visa for cannot be satisfied from a citizen of the country you wan to go to because they want to ensure that you do not circumvent their immigration laws or take away jobs from the indigenous population. They are also concerned about illegal immigration.
