If they are engaged... when they are talking you should see the "propose" option, click it and it will have marriage. If you click that they will just exchange vows wherever they are. If you want a wedding, then you need to get the wedding arch and then click on the arch and the couple will walk over to it, spin change into wedding attire, and then say their vows and kiss.
