By the time she is 17, they should be done growing. Of course weight gain or loss witll make a differance. She should be in no hurry, she may be an unlucky one who gets stuck with over DD's (which will only be uncomfortable.)

I would say about 16, if the weight stays the same. But breasts can grow or become smaller at anytime in life if a person, gains or loses weight

Usually around 20 unless they had a child when they were younger!
